The Quiet Lift barbell ends are designed to fit on bars (28mm or 28.5mm) that have a machined groove at the end that will except the half moon washers. My personal choice would be to pair Quiet Lift ends with Rouge shafts/bar.

The replacement schedule varies because it's dependent on how much the bar is used along with type of plate.
The replacement sleeves are $35 for a pair, so no need to buy a whole other end.
